Biography

Jin IGARASHI is Senior software engineer specializing in GIS, information technology, water, and sanitation fields with over 13 years of work experience in Japan and Eastern Africa. Holds an MSc (Eng) in Water, Sanitation, and Health Engineering degree with distinction from the University of Leeds, United Kingdom.

During my master’s dissertation, I researched the full lifecycle costs of urban sanitation systems under the CACTUS (Climate and Costs in Urban Sanitation) project funded by the Bill and Melinda Gates Foundation. A case study for Narok town, Kenya was conducted to estimate the cost of the urban sanitation system over the sanitation value chain. Furthermore, completed an MSc in Computer Science Artificial Intelligence at the University of York from January 2024 to August 2026 as a part-time student.

Began my career developing various GIS applications at Fujitsu in Japan. Subsequently, worked in Eastern Africa (Kenya and Rwanda) on water asset management and Non-Revenue Water (NRW) management as a GIS specialist in Japan International Cooperation Agency (JICA) projects. During this time, I established a sustainable approach to maintaining geospatial applications for managing water assets by developing open-source software on GitHub. I maintain personal partnerships with water utilities in Kenya and Rwanda to continue supporting their WASH efforts as a volunteer.

Transitioned back to the software engineering industry after JICA projects, focusing on developing geospatial software in various companies in Japan before being enrolled at the University of Leeds for my master in 2021. I worked for UNDP from December 2021 to August 2025. In UNDP, I developed new web-based open-source geospatial applications to assist non-geospatial skilled UNDP staff and policymakers in easily visualizing and analyzing spatial datasets. Since September 2025, I started new role at Fracta to develop and maintain software for water utilities mainly in USA and Japan.

I am also an active member of the open-source geospatial community. I have spoken at FOSS4G conferences every year since 2019, including talks and hands-on workshops on UNDP GeoHub, Terra Draw and maplibre-gl-terradraw at FOSS4G 2023 Prizren, FOSS4G Europe 2024 & 2025, FOSS4G 2025 Auckland and FOSS4G 2026 Hiroshima.

I am passionate about driving innovation in the WASH field due to my background in information technologies and WASH experience.

Full Stack GIS Developer
Dec 2021 – Aug 2025 New York (Work remotely from UK/Japan)

Developed the UNDP GeoHub platform, a part of the Data Futures Exchange (DFx), in the SDG Integration Team, Bureau for Policy and Programme Support. Worked remotely from the United Kingdom (until October 2024) and Japan (from November 2024).

  • Developed GeoHub, new open-source software that provides advanced data visualization, analysis and sharing tools to UNDP staff and policymakers without geospatial skills.
  • Built the SvelteKit & MapLibre frontend and the FOSS4G backend (PostgreSQL/PostGIS, titiler, pg_tileserv) running on Azure Kubernetes Service.
  • Implemented a data upload pipeline, dataset/map permission management, social login, raster analytics (titiler algorithms), STAC integration and a static map image API.
  • Developed RAPIDA, a semi-automated geospatial assessment tool for rapid crisis response (November 2024 – August 2025).
  • Published all source code on GitHub under open-source licenses and presented the work at FOSS4G 2023 and FOSS4G Europe 2024.

Conducted the following projects funded by the Japan International Cooperation Agency (JICA).

In the RWASOM project, conducted training workshops for data collection and sharing with FOSS4G applications, then designed and created the GIS database and data sharing platform for rural water supply management. Collaborated with Rwandan colleagues to complete the mapping of all water supply systems in the country. The system uses PostGIS, Lizmap/QGIS Server, QGIS Desktop, QField and Garmin GPS.

Worked as a GIS specialist funded by JICA and conducted the following activities.

  • Mapped the entire water distribution network (approximately 300 km of pipelines in total) in Narok and Ololulung’a towns (Trimble GPS, ArcPad, QGIS).
  • Designed and developed a GIS database and WebGIS (PostGIS, MapServer, Leaflet). The system is linked to the billing system and helps improve revenue collection.
  • Created DMAs (District Metered Areas) for analyzing and improving Non-Revenue Water management.
  • Conducted training to transfer technical knowledge to Kenyan colleagues; the GIS system has been continuously used since it was developed.
  • Consulted on GIS work for 7 water service providers in Kenya (Nyeri Water, Kabarnet Water, Kapsabet Water, Nakuru Water, Nakuru Rural Water, Naivasha Water and Mavoko Water).
